Subject: Policy regarding grant of continuous process status to an Industry and providing independent feeders.
In super session to this office L.D. Circular No. 08/85 dated 29.03.85, 09/86 dated 29.12.86, 01/87 dated 18.02.87, 04/88 dated 19.02.88 and PR circular No. 09/97 dated 01.07.97, it has been decided as under :-
- GRANT OF CONTINUOUS PROCESS STATUS
i) FOR GENERAL INDUSTRIES;The request of the firm for grant of continuous process status to an general industry shall be considered if the industry fulfills the following conditions:
- Manufacturing process should be continuous in nature.
- Sanctioned contract demand shall be more than 1000 KVA
- The connection should be fed from an independent feeder erected at the cost of consumer.
- The consumer shall avail peak load exemption as per his declaration in the enclosed proforma subject to a minimum of 100 KW and agree to pay the peak load exemption charges over and above the normal tariff as applicable from time to time.
ii) FOR ESSENTIAL INDUSTRIES
The request of the firm for grant of continuous process status to an Essential Industry covered under PR circular No. 12/98 dt. 03.08.98 shall be granted by this office if the industry fulfills the conditions mentioned as (b) to (d) under para (i) above.
The case complete in all respects giving details on the enclosed proforma shall be submitted by concerned CE/Distribution to this office. The competency to grant continuous process status lie with the committee consisting of Member/In-charge of System Op. Organization (as Chairman of the committee), CE.SO&C and concerned CE/Distribution or his representative as Member and Director/PR&C as Member Secretary. However keeping in view the requirement of the manufacturing process/nature of industry, Member/In-charge of System Op. Organization can allow grant of continuous process status to an industrial consumer having contract demand less than IMVA (but fulfilling all the other conditions ) under relaxation of the rules.
It is further clarified that consumers to whom continuous process status is granted shall need not to seek separate sanction from any other organization for providing independent feeder to them since it is pre-condition.
NOTE: In case the firm after being declared as continuous process industry wants to reduce (not less than 100 KW) withdraw peak load exemption already granted to it, then they shall have to give detailed reasons/justification for the same and this office shall accept its request if it is found to be genuine.
- GRANT OF SANCTION OF INDEPENDENT FEEDER:
The procedure for granting independent feeders to continuous process industries, essential industries, Essential services and other categories at the cost of consumer shall be as under :-
As per Sales Regulation clause No. 5.2.7 a separate new feeder can be provided where the contract demand of the prospective consumers exceeds 1000 KVA in case of continuous process industries and 2000 KVA in case of non continuous process industries. However before sanctioning independent feeder by any competent authority, the following guidelines shall be taken care of:-
- The PSEB’s own demand/requirement of feeders from the sub stations must be taken care of for a reasonable period of next 4 to 5 years at least.
- It will be desirable that efforts may be made to contain un-necessarily laying of more No. of independent feeders. Moreover, where there is a heavy load concentration, sub stations may be got planned rather than taking out 11 KV independent feeders over long distances.
a) FOR CONTINUOUS PROCESS INDUSTRIES:
Independent feeder to continuous process industry is granted simultaneously while allowing continuous process status to a industry by this office. Normally independent feeder is given to those continuous process industries having contract demand more than 1 MVA but the same can also be granted to industries having contract demand less then 1 MVA keeping in view their Manufacturing process/nature of industry as mentioned in para-I above.
b) FOR ESSENTIAL INDUSTRIES/ESSENTIAL SERVICES;
Those essential industries/essential services consumers which are covered under PR circular No.12/98 dt. 3.8.98 having contract demand less than 1 MVA shall be allowed independent feeders by this office with the approval of Member/In-charge of system operation organization for which the case shall be sent to this office by concerned CE/Distribution along with his recommendations. However, independent feeders to essential industries consumers/essential services consumers covered under PR circular No.12/98 having contract demand more that 1 MVA shall be granted by concerned CE/Distribution under intimation to this office.
c) FOR CONSUMERS NOT COVERED UNDER PARA (a) & (b)ABOVE
The respective competent authority shall continue to grant independent feeders to these consumers as per sales instructions in-vogue.
The above instructions shall come into force with immediate effect.
